The Arbiters are the pseudo-religious city watch established by Celia Stonewrath. They are devoted to protecting her idea of an ordered society and draw near mystical powers from their belief in civilization and order. Of all the people in Emberhome they are the best equipped, wearing chain shirts, and carrying iron swords and shields.
Becoming an Arbiter is no easy task. All Arbiters are required to have proven both their ability as hunters and devotion to the city. Once these basic requirements are met, they must undergo a series of challenges designed to determine if they have the willpower to remain faithful to their ideals in the face of a brutal world. Finally, before becoming a full-fledged Arbiter, all prospective candidates must help protect the city from an external threat, whether it be a barbarian attack, or defeating a persistent natural enemy that represents a threat to the city as a whole. Once these requirements have been met, all Arbiters meet in front of the city council to take oaths before the Sea and the Sky and pledge their allegiance to Celia, and to Emberhome.
